Description
The Tennessee Valley Authority (TVA) initiated the Allen Aeroderivative Combustion Turbine (CT) project in May 2023. The purpose of the project was to install 6 aeroderivative CTs that would replace 200 of the 240 megawatts lost when TVA demolished 16 CT units at the Allen CT site in Memphis, Tennessee. TVA’s Generation Projects and Outage Management organization is responsible for executing the Allen Aeroderivative CT project. Because aeroderivative technology is new to TVA, we performed an evaluation to determine whether the Allen Aeroderivative CT project (1) applied lessons learned from prior projects and (2) followed the risk management process.
We determined that a lesson learned was not applied to the Allen Aeroderivative CT project and that risk management could be improved. Specifically, not all identified risks were included in the risk register, and not all risk mitigations were applicable or included on the risk register. We also determined that risk analysis and monitoring did not occur as required. In addition, we determined contracting actions may have increased risk to the project and TVA. These included (1) missing contractor accountability terms for one contract and (2) sourcing not performed in accordance with TVA procedure.
