This is our sixteenth semiannual report.

This is our fifteenth semiannual report. During this reporting period, we began reviewing our operations to ensure we are acting in ways consistent with the Report of the National Performance Review --"From Red Tape to Results: Creating a Government that Works Better & Costs Less.'' We are pleased to report that both TVA and the OIG already are traveling the road to reinvent government.TVA recently adopted three goals--pL1t employees first, establish environmental leadership, and maintain competitive rates.

This is our fourteenth semiannual report and the second since I became Inspector General. This report also marks the near completion of my first year on the jobIt has been a challenging and eventful year. I have repeatedly been impressed by the dedication and skill of the men and women of this office whose efforts are directed toward making TVA the best utility in North America and the most productive and effective agency in the federal government.

This is our thirteenth semiannual report and the first since I became Inspector General. While we have achieved significant accomplishments during my first six months on the job, much of the credit should be given to Norman A. Zigrossi, the first Inspector General at TVA, for the development of an excellent, dedicated staff. Mr.

This semiannual report to congress highlights our activities and accomplishments from October 1, 1991 to March 31, 1992.This has been an eventful six months for the Office of the Inspector General (OIG). During this reporting period we completed 226 investigations and issued 38 audit reports identifying over $21.4 million in questioned costs and about $58.2million in funds that could be put to better use.

TVA's total quality initiative is well underway, and TVA has embarked on a program to become a clear leader in quality and efficiency, both in the electric utility industry and federal government.

This is our seventh semiannual report to Congress. It summarizes our major activities and accomplishments from April 1, 1989 to September 30, 1989.During this reporting period, we issued 31 final audit reports, 131 investigative reports, and 6 project reports to TVA management. These investigations and audits have demonstrated their cost-savings potential. For example, one investigative project--involving over 650 interviews--has resulted in TV A management's withholding over $4.3 million from TVA contractors.
