Auditor/Evaluator

The TVA Office of the Inspector General has five departments in our Audits and Evaluations team: Contract Audits, Information Technology Audits, Financial and Operational Audits, Evaluations - Operations, and Evaluations - Projects.

Contract Audits conducts contract compliance audits and contract pre-award examinations. In addition, this department performs audits of TVA contracting processes and provides claims assistance as well as litigation support.

Information Technology Audits performs audits relating to the security of TVA's IT infrastructure, application controls, and general controls associated with TVA systems. This department also performs operational audits of the effectiveness of IT-related functions.

Financial and Operational Audits performs audit work mandated by legislation and agreed-upon procedures, as well as risk-based audits associated with TVA financial and operational activities. The work stems largely from mandated activities, review of TVA's business-risk environment, consideration of emerging issues, and stakeholder requests. This department also provides oversight of the TVA external auditor's compliance with professional standards.

Evaluations - Operations performs evaluations pertaining to the generation and transmission of electricity. These reviews are focused on adherence to procedures and regulatory requirements, operational effectiveness, and identifying operational risks that may affect TVA's ability to accomplish it's mission.

Evaluations - Projects performs evaluations on TVA projects throughout the organization. These projects span all areas, including maintenance and construction projects, and this team's work focuses on identifying risks and areas where TVA is not complying with established procedures and best practices.

Job Responsibilities:
  1. Conducts audits, evaluations and reviews to assess the efficiency and effectiveness of TVA's operations and detect and prevent fraud, waste, and abuse.
  2. Applies knowledge of regulatory and compliance requirements, and incorporates research, industry trends, and technical knowledge into each audit.
  3. Defines data needed to measure programs and processes against requirements.
  4. Collects and analyzes data, interprets results, and draws conclusions to support audit findings and recommendations.
  5. Maintains knowledge of TVA operations, and identifies and evaluates areas of risk within TVA.
  6. Demonstrates project management skills to effectively estimate and communicate audit project milestones and activities.
  7. Prepares audit work papers and final reports.
  8. Participates in audit quality control processes including supervisory and quality control reviews.
Education Requirements:

Must have a bachelor's degree from an accredited college/university . Because of the wide variety of audits conducted, a variety of degrees are applicable to our audit and evaluations work, including Accounting, Finance, Business, Supply Chain, Economics, Information Technology and Systems, Business Analytics, Industrial Engineering and Environmental Science or Engineering, and others.

Experience Requirements:

Requirements vary based on position level. Auditor, Level I is an entry-level position with no experience required. Auditor II, III, and Senior level positions require additional experience.

Other Requirements:
  1. Must be a U.S. citizen.
  2. Must possess a valid driver's license, as occasional travel is required.
  3. Must be able to pass a background investigation as top secret clearance may be required.
Knowledge, Skills, and Abilities:
  1. Knowledge and understanding of government audit and evaluation standards.
  2. Ability to use a variety of office software tools, including Microsoft Outlook, Word, Excel, PowerPoint, and a variety of databases.
  3. Effective writing and comprehension of written information.
  4. Ability to perform quantitative and statistical analysis with knowledge of various sampling techniques.
  5. Ability to communicate clearly, concisely, and effectively.
  6. Ability to adapt communication style to fit the audience.
  7. Learns and understands TVA programs and operations.
  8. Understanding of policies and procedures including processes for developing evidence.
